Background


I set up SPPR Consulting in July 2007. I operate either alone or in partnership with other independent consultants. I am a fellow of SAMI Consulting at the St Andrews Management  Institute – www.samiconsulting.co.uk
Before setting up as an independent consultant I held a variety of high profile roles:

2001 – 2007 Head of Health, Association of British Insurers: ran the health insurance team and worked with industry members to lobby government etc for their interests, develop policy and regulate their practice. In demand speakers for conferences and many media appearances including TV and radio. Negotiated the moratorium with government on the use of genetic  tests; reformed industry practice in consumers’ interests e.g. reducing non-disclosure, clearer explanations of insurance cover and removing outmoded practices including gay discrimination. Facilitated many committees and multi-stakeholder groups. Specialist expertise in scenario planning, consensus building and managing change.

1989 – 2001
Various roles in the Department of Health:
Head of Strategic Planning – running the strategic planning branch (senior civil service); getting Board level ownership and taking forward a number of projects including the future of social care, primary care, and the NHS and the internet. Selling the value of strategic thinking to policy makers and working in partnership with them. Expanding external links with other government departments and industry. Championing innovation.
Head of the Strategy Unit – supporting the Board on the pan-departmental agenda for example on social exclusion and the Stephen Lawrence inquiry. Produced the health briefing for the incoming labour government in 1997.
Head of Policy for NHS Services for Disabled People
Head of Policy on the General Practitioner’s drugs bill.
